Not got mine yet. In the market that just switched over they sent out text messages and emails when the phones shipped. I have been hearing reports like yours around the area though with people having service with AT&T now.

So we have to have our orders in by January 7th for our area. I really want to upgrade and get the new windows 7 phone the samsung focus. I called last night and no one from ATT or Alltel could assist me in getting this phone. I could pretty much get any phone but any of the new windows 7 phones. Has anyone else had this issue or know of a way i can get the new windows 7 phone?

You can do what I've done setup as a new service for the new phone, when you get the phone for switch you have 30 days to cancel. Switch current number to the new phone and cancel the alltel swapped phone line within your 30 day window.
